On EFI vehicles, as the airflow is reduced, the sensors reduce fuel flow and thus HP output. Not a problem @ cruise, but really noticeable on the Pasadena freeway on ramps.
BTW if you want to mod your intake, go ahead. I'm just saying the gains will be minimal
