The U.S. Geological Service's metric for an earthquake prediction requires:
* Date
* Time
* Place
* Magnitude
There is a National Earthquake Prediction Evaluation Council ( NEPEC ) in the USA, which advises the US Geological Survey, responsible for issuing predictions.
* There was an Mag- 7.0 earthquake which hit Spitak, Soviet Armenia, December 7, 1988 which killed 25,000.
* This main shock was preceded by a Mag- 3.0 foreshock the day before.
* Four minutes after the main shock, a Mag- 5.8 aftershock hit, and over the next year, experienced 259-more aftershocks.
* Prediction could be a messy business.
