Did you read the article or just the headline?

From the article:

and

Basically the UK wants home chargers to be programmed not to charge during peak times in the morning and evening but owners can do whatever they want. This is basically making delayed overnight charging the preset option instead of relying on owners to manual program the charger to do delayed charging.
