Dams are only a small part of the problem with the salmon.

International fishing fleets just off the coast are a much bigger problem as they catch the fish before they ever have a chance to return to spawn.

How ?

They place a processing ship in international waters. They then send the trawlers inside territorial waters to illegally catch the fish. Every year authorities catch a few ships and confiscate the fish and fine them. However, fines are built in as the cost of doing business and the ones caught are only a drop in a bucket compared to the boats that avoid being caught.

I know someone who lived in Northern California and experienced this first hand 40 years ago...

Nothing has changed other than the fact they have better equipment and developed better techniques to rape the coastline.

So who’s the number one country doing this and thumbing their noses at the sovereignty of other countries ?
