The tribes probably don't want imported Salmon, that's why we have the Salmon cannon

Fish Farming doesn't fulfill the role salmon have in tribal religions and culture.
Bonneville Power Administration's Fish and Wildlife division spent $450.4 million in 2017. Most of that was on salmon.

That's 30,000,000 pounds of Chinook salmon at 2019 prices ($15/lb). How many pounds are needed?
Might the tribes be interested in a check in lieu of lbs of fish flesh?

It wouldn't be the only reason, there's a bit of history in the interactions causing a bit of mistrust. Cough, Indian schools, cough, sundown laws, cough,reservations, cough. Hmm sounds like I'm ill.

So far - no. As others have said, that hasn't worked out very well for them in the past.
Even if the tribes were OK with a check, Bonneville power would still have to spend millions to try to bring back the fish. Plenty of the fish they effect are threatened or endangered.

Ignoring the pink elephant in the room...

Dams are only a small part of the problem with the salmon.
International fishing fleets just off the coast are a much bigger problem as they catch the fish before they ever have a chance to return to spawn.
How ?
They place a processing ship in international waters. They then send the trawlers inside territorial waters to illegally catch the fish. Every year authorities catch a few ships and confiscate the fish and fine them. However, fines are built in as the cost of doing business and the ones caught are only a drop in a bucket compared to the boats that avoid being caught.
I know someone who lived in Northern California and experienced this first hand 40 years ago...
Nothing has changed other than the fact they have better equipment and developed better techniques to rape the coastline.
So who’s the number one country doing this and thumbing their noses at the sovereignty of other countries ?

As Bjorn Lomborg says, if you want to save the polar bears, start with not killing them (close to 1000 per year).
We did have sea lions sitting at the dams eating the fish. A party was thrown for them with noisemakers.
If sea lions were tasty, perhaps we'd have more fish.

In general you can't kill native fish. A huge portion of the salmon fishery is based on hatchery fish.

Sea lion control does not stop with noisemakers. After that they are trapped, tagged and relocated back to the ocean. If a tagged sea lion gets trapped again it is killed.
That has moved on to just trapping and killing any that enter a "kill" zone
