In general you can't kill native fish. A huge portion of the salmon fishery is based on hatchery fish.

Sea lion control does not stop with noisemakers. After that they are trapped, tagged and relocated back to the ocean. If a tagged sea lion gets trapped again it is killed.

That has moved on to just trapping and killing any that enter a "kill" zone
