Those look like the OshKosh L-ATV - one vehicles replacing the Humvee Oshkosh won a contract for 55,000 of them back in 2015.
There is no need to replace the Humvees left in Afghanistan. We gave them to the Afghans because they are surplus. The same reason a small town police department like the town I lived in back in Alabama got 5 old Humvees for free.
