Take-away is that there are stupid people sprinkled about everywhere in society and there isn't any particular demographic that is excluded.

Stupid people create problems for themselves and for society, and are more dangerous than thieves who benefit themselves at the expense of society. This is because thieves are rational and their behavior can be predicted by understanding incentives, and therefore their cost to society can largely be mitigated.

Stupid people do not act rationally or respond to incentives normally, and therefore their actions cannot be efficiently mitigated.
