It's not actually. We're socialists ( COOP ), but we don't impose on each other. I pay an extra penny per kWh to get wind-farm generated power from West Texas. Some, who use 200-kwh or more a month can pay extra for blocks of solar- farm power. Otherwise, it's natural gas, nukes, and hydroelectric. I'm pretty sure we're off coal.
If I were an 'expectation ' guy, I'd expect them to use the full 30-years for the transition.
