If you can a wait a year or so for me to find the single article, out of thousands, which addressed the issue.
Some technical librarian had compiled a list of 'pay-to-publish' journals that would publish 'anything' for a price, and published it online.
There was no peer-review, even when it was claimed.
SCIENCE or NATURE published an article about a sting operation which had been conducted, in which intentionally-bogus, and obviously specious ( to a specialist ) papers were submitted for publication , and accepted, as long as the money was paid.
Researchers were desperate to publish, whether their science was 'scientific' or not, to the point of publishing at the sham publications, at their own cost, just to get their name in print.
