School funding is pretty balanced local vs state and then 10% comes from the federal level. I think I that's a good balance but all of it comes out of general funds not paid for directly by the users (parents of students). I bet the overall funding for the roads is similar as well as far as state, local, and federal but instead they try and put the majority of the burden of new and repairs on the "users". I looked up some stats and it seems federal spending on roads is 24% of the total but the point stays the same.
