Yes, right to repair is a much bigger issue and goes past even the right to repair. The Massachusetts law isn't about giving independent shops access to the same info and tools as dealers have - they already have that. It is about going beyond repairs and giving the key to the encryption so they can do illegal modifications - that is what SEMA is key to have. The Mass law also requires automakers to give others OTA access to cars.
