Dafra Motors - interesting little wikipedia article. A company who's sole business case is reassembling motorcycles for other manufacturers to avoid Brazil's tariffs. Of course they still take their piece and CDK's avoid tariffs but still add significant cost to the vehicle.

A CKD bike is still going to cost more than local assembly or a simple import.
