What about an inflatable enclosure whose size is dictated by straps? Set the strap length to accommodate the height required by the load, and then inflate. Have a relief valve as a precaution against overinflation, and an active pump that will kick on whenever more air is needed. Perhaps it would require too many straps to keep from bubbling.
