Wireless comms on cars is very short range, except for those equipped with cellular radios. Even cellular only has a range of a couple miles, it's just that there's usually a tower within that distance.

Anyhow, I could see a switch that disables cellular comms on demand (or pull the fuse?). One could also put an intermediate device between the ECU and everything else to filter out kill commands. Probably half a dozen ways to skin that cat.
