Auto companies don't care about people importing 25 year old cars. The AAMVA is not affiliated with automakers - it is an organization of state DMV officials.

States do car about increasing the number of unsafe and highly polluting cars on their roads. Why should we allow the USA to be a dumping ground for Japan's old crappy cars?

These cars are legal to import into the USA under federal law. However, registration is the jurisdiction of the states. States do not have to register cars that never met and still do not meet US safety and emission standards.
