These cars are legal to import into the USA under federal law. However, registration is the jurisdiction of the states. States do not have to register cars that never met and still do not meet US safety and emission standards.
Then it comes down to dangerous freedom or safe slavery.
Places like California should probably band them to give people another reason to leave and plus they have the top 7 spots for worst air polluted cities.
