Yes this is empty weight licensing, not GVWR. in nevada you can drive it with your car endorsement, but only to 26500 Gvw including trailer. at 10001 unladen, it's registered commercial, factory sticker, not what it actually weighs. I believe the same in Utah. Might be an exception for conversion of conventional truck cabs into 5th wheel towing rigs.
