If I had all the time and money in the world I would love to experiment with the rear wheel steering and also the type of 4-wheel cars where the rear wheels steer in addition to the front.

I'm pretty sure the author was quoting another article he read, although he was good at crediting other sources.

I do think that the 3-wheel steering "experiment" was different than the 3-wheel production car of his.
