All I know is that wireless data mostly depends on line of sight. If that can't be accomplished via land to sea, then satellite is a reasonable alternative. That said, there seems to be no need for wireless comms considering the power generators must be connected to the grid physically, and that provides the means for physical comms.
Probably a dumb failure point in hindsight, and I'd bet a more costly method of comms in the long run.
