You don't typically deal with the owner at all. A bank or city government, yes.

Location, location, location. In a ghetto, perhaps as little as 5 years unpaid taxes or about $2 thousand, see the west side of Detroit for example since they will give you the property for free.

If I could do this five times, I doubt I could manage it more than once or twice a year.

See above. Property leins are very risky, which is why they sometimes make lots of money as compensation. Sometimes you loose your butt more often than not.
