I didn't say it wasn't, only that it's much less susceptible to corruption than any other mechanism. IF something should be done to artificially reduce oil consumption, THEN the least corrupt and most effective mechanism is tax policy. Dumb ideas like $10k subsidies to wealthy people to buy EVs are far more corrupt and way less effective.
