If you can get 40 mpg at 60mph in a Tahoe that would be awesome. But I have doubts about getting there. I get about 42mpg in the Avalon hybrid at that speed, it's 2/3 the weight, 20 inches shorter in height, has a much more curved shape, already has under body aero panels and has a 4 cyinder engine.
Wind also has very little effect on fuel mileage. Same with city driving. I drove all over Denver last weekend and got 43mpg in the city traffic.
