8) The context for the comment has to do with corporate decision-makers, not willing to invest in spare transformers, some, so specialized that, should you suddenly need one, you may be waiting a lot longer to get, than rate payers are willing to go without power.
9) A 'Carrington Event' will fry transformers, can damage satellites, and interrupt communications.
10) As long as spare-parts are on hand, power-outages will be at a minimum.
