OEM Windows versions are different licenses and are heavily discounted. As such, they may carry different upgrade eligibility.

It's not the OEM key, although it sort of is. The processor (that Microsoft put in their own product) isn't on the list of accepted processors for Windows 11. If I force Windows 11 to install I can almost garantee that it will show up as unactivated. Purchasing a Windows 11 key for an unsupported device also doesn't make sense.
