A possible solution would be solid spats at the front and rear with a tension cable at the bottom of a [semi-]flexible skit.

I think it’s the same skirt just on different cars. It slightly lowers it but it looks like the angle sticking out keeps some side air from going under near the body, and the rear little thing at the end of the skirt looks like it would direct air up only the rear wheel skirt when I make it
