A normal power steering pump uses 4 amps or so under no load.

There's no point making your own controller when there's well-tested OEM solutions. Find a pump off some other car, figure out which wires to jump or feed a fake signal to so that it works. The internal logic is good enough to handle "slow pump down when no pressure", no need for connection to the body controller.
