It depends. Sand won't move but clay can be expansive, it swells when it's wet. Plan on more settling.

They poured footings and put up columns and the roof before they laid the floors. But the subsoil was suboptimal [

], so they dug deeper holes, filled them with rock and tamped the rock to make a foundation for the foundation.
OTOH with a lightweight canopy or greenhouse you also have to strap them down so they don't blow away. I don't post about it a lot but I've found out the hard way.
