If you do it right it's not so expensive, how much would manufacturer supplied wheel covers cost? $400 and painted for free?
I doubt with driving frequently at 80mph 8000 Al or grade 9 titanium would be more expensive. A 1M x 1M sheet of prepeg 2-300 GSM carbon is approximately u.s $80. It already has the resin infused so you just mold and bake it. Remember though something like glass fibre, aluminum or plywood well structured could do the same job and weigh the same/less.
Depends how much time you have. Spending 15 minutes a day extra driving at 10mph less may more than offset half tail modifications and make your car not stand out. If 15 minutes is worth more then modify but shop around, some unusual products like inconel are not so expensive anymore and might surprise you
