Top 2 tires that are sold in Europe that I'm aware of for fuel economy are the bridgestone ecopia and Michelin energy saver A/S. But I don't know if they are available in your size.
If you are doing a size swap go to a larger diameter tire. The taller tire gearing adjustment seems to always give better fuel economy once the odometer has been adjusted for the increased milage. A 2cm taller tire will get you some where around 3 to 4% more miles that what the odometer shows.
