Indeed. This is a good approach to decrease turbo-lag. You may know about the last 4-cyl Formula 1 engine, a BMW which had a single turbo while the V6 engines had 2 smaller turbos, and were less prone to turbo-lag. That was in the '80s, and AFAIK the only driver to win a championship with that engine was Nelson Piquet.
