That was not done for aerodynamic purposes. That was done because the wheels had to be covered by the fenders, and they wanted to put wider wheels and tires on the car. So they could take corners faster.
Remember that almost any race car would gladly give up a few tenths Cd in order to gain a 10% greater cornering speed.

Going over downforce, there are plenty of solutions that help. If they weren't made for aerodynamics, then they shouldn't have put them on.
