Whew. I scanned you comment before reading the article and was looking for where it said it's an NEV. Which would imply a top speed of 25MPH.
So ATVs and NEVs are governed by competing State entities. "Custom and tradition" should inform this decision.
The drivetrain is interesting. They will only need 50 to meet their production goals. It would fit in my Superbeetle. But I'd rather have the Arcimoto FUV drivetrain, it can has torque vectoring.
