It looks to me like it is coming from that screw in block plug area to the right and is traveling down and grabbing the bottom oil pan rail. Yes, clean that area with some brake clean, then check it again after a long ride.
The wind can definitely push the oil down wind when driving. Maybe this is a bad valve gasket? Check your PVC valve. A stuck pvc valve will pressurize the whole block and blow out oil in new areas, like the valve covers or oil seals. The pressure only happens with sustained driving, so when you pull over to check it stops weeping from the source.
The best way to source oil leaks is to add the UV dye to the oil. Drive around on the highway for a time then come back with the black light in the dark. The source will be obvious.
