Are we discussing the VW, FORD, and Subaru?
If so, they all have a 'base' car and wheel/tire combination which allows more range than the upmarket, optional, larger wheels/tires.
And it will be an aerodynamic drag penalty because of increased frontal area, windage drag of the wheels, and higher power absorption of the tires them selves, because of the more quiet and softer ride ( hysteresis loss ).
