Someone regulatory decided that the induced currents accross your heart weren't necessarily instantaneous fatal at 48 volts. Was before current medical knowledge discovered otherwise.

Electronic theory says we can have a motor produce hp using 1 1/2 volts. Practice says the current will be horrendous and it wont spin up very fast due to back emf.
