I have seen this scenario several times in the past.
Usually it means that the fuel pump has become too weak over it's life to pull fuel from the bottom of the tank, push the fuel up & out of the tank and pressurize the system to minimum requirement.
All At Once.
A few times I found the pump check valve was bad, once the plumbing in the tank had rusted so badly the pump was spraying fuel all over the inside of the tank.
But that still means replacing the pump.
Simple Diagnosis;
Try cycling the key two times before starting the car.
Turn car on, hear fuel pump run, turn car off.
Repeat, then start car.
If it starts easier, (maybe still not as easy as with a full tank, but easier none the less) then you will need to replace the pump.
It is not a hard job.
On some cars there is an access panel in the trunk or under the rear seat that allows you to change the pump with a minimum of effort.
Other cars require you to remove the tank and replace the pump.
Mostly it depends on the year and model.
Older or less expensive cars = drop tank.
Newer or more expensive cars = panel access.
