MOTORTREND aero-modded a Porsche GT3 for a long-distance mpg test and made 'janky' coroplast wheel covers, zip-tied onto the wheels.
Just to see what they did, you might cobble something like that together, just long enough to see if they made a showing.
'Flat' covers make a great diaphragm, drumhead. You'd have to appraise how much your wheels could support them against 'flutter.'
