He was talking about UV light the whole time, it's just that he has no understanding of how it works, so it was foolish to talk about it in the first place.
Then you get the other dopes hallucinating that he said bleach, when the entire talk was about UV light and its ability to disinfect. Lots of dopes hallucinating a lot of things out there, completely ignoring context.
