My simplistic definition of Propaganda has usually been:
"The selective use or distortion of "facts' with the primary intent to sway, alter or change another's opinion or position, and not to inform, enhance or move along a discussion at hand".

That applies here IMO, because I believe it is a fact inhaling bleach will cure/prevent COVID. The other fact internationally(?) often omitted, it will likely kill the patient.

He was talking about UV light the whole time, it's just that he has no understanding of how it works, so it was foolish to talk about it in the first place.

In my original comment about dopes, I purposely included "both sides" so that it's a comment about politicians in general, and not a political discussion.

I'm attempting to keep it non-political by generalizing about how people make unwise or uninformed comments, and then others distort those comments to dupe others into accepting their agenda.
