Because the Prius is a world vehicle and the American market is somewhat unique. Toyota now sells hybrid everything (I'm not sure there's a vehicle they sell that isn't hybridized, that isn't a Subaru or BMW) so the Prius doesn't need to be an SUV and minivan in addition to a small car.
