Yeah if it really worked someone could figure it out using a single cylinder engine on a test stand.
It's not rocket science.
It's air/fuel ratio, ignition timing and some amount of water. Maybe play with cam timing.
The main thing that improves fuel economy is lean burn, 20% to 50% up to 100% if the engine was running pig rich. But that's not going to make a car get 100mpg.
