Did you had consistent consumptions over every fuel stop during the 12,500 mile runs? I don't know for sure for turbocharged engines but for a naturaly aspirated enigne it should not make a difference at all since with the clogged up filter the throttle body would just open more. That will cost you power at the top end but should do nothing to the fuel consumption.
