'Torque' is a conceptualization associated with 'force at a distance,' and typically associated with rotary motion.
The FinX imparts it's energy to the water column as a 'cyclic-pulsed water jet reaction force', unlike direct fluid coupling of a propeller, of some known mechanical efficiency, with it's surface boundary acting against the contacting fluid interface.
'Torque' seems like a weird attribute to assign to what FinX does.
