Someone that is actually poor can get free cellular service from the federal government. A program started way back in 1985 by Ronald Reagan - (For free landlines and then later cell phones as landlines went away)
Current cellular plan is 1000 minutes / 4.5 GB of data
Anyone on SNAP or Medicaid automatically qualifies as does anyone under 135% of the federal poverty line.
