Someone that is actually poor can get free cellular service from the federal government. A program started way back in 1985 by Ronald Reagan - (For free landlines and then later cell phones as landlines went away)
Current cellular plan is 1000 minutes / 4.5 GB of data
Anyone on SNAP or Medicaid automatically qualifies as does anyone under 135% of the federal poverty line.

Depends on where you live. My parent's city no longer has access to landlines. AT&T received permission to sunset their service. If you want to pretend they will give you VOIP.
Of course a landline was $60 a month when my parents finally ditched their landline and went cellular only.

The only two calls I got today was from [English as a second language from a boiler room] telemarketers wanting to talk about how wires are going away.

Ma bell must be cheaper than cable? No idea as I don't have a phone line to the house, my cable modem has phone jack useable for only $20 @ month extra to the $100 a month.

I'm sure it depends on where you are. As I mentioned above my parents were paying AT&T $60 a month for a copper landline a decade ago. Today they only have one option of cable / internet and it is $50 a month for internet only.
Today, I'm paying ziply fiber $25 a month for 100 Mbps fiber optic internet. Before that I was paying xfinity $35 a month for 300 Mbps service. We still do have a copper landline option here which is offered for $39.99 a month

Unfortunately our city council has not allowed competition onto the power poles. One hardline cable. Fiber optic ends at the box mile and a half down the street and we're using 70 year old phone lines with no good pairs left anymore.
