Same goes with the wheel skirts. A few very narrow open areas but most air flows over the edge based on dirt patterns and all that. Again, also at the end of car with thicker boundary layer

Technically, the presence of any surface discontinuity or void could allow for a pressure anomaly, created by the base pressure telegraphing through the opening, which in turn, might compromise the pressure recovery before it ever had a chance to take place.
There's no telling if 'difference' would show at the gas pump.
