That's pretty stupid.
My 1865 flintlock wound barrel long rifle doesn't have a serial number either. Nor do my replica .75 caliber smooth bore pistolas built from a couple of kits maybe 30 years ago
How would you know what the assembly sequence number is?

$ounds like a sham way to bust you if they can't find anything else and you have ghost assault rifles lying about assembled from parts.

The Fuzz still does that
