Back in ye olde times people would resell broken panels and broken pieces from panels.

If the panel was “smashed “ but not water damaged you would
1. Heat the panel up to ensure it’s totally dry
2. Test its output (if it still puts out significant voltage and current)
2a) There used to be supplies to “build your own” panels and you would reseal,

sometimes its output wasn’t much different .
