I can't definitivly answer that, but I can say this: If maximum angle of attached flow is determined by speed, I'm going to set mine up for my highway cruising speed of 60MPH.

For Reynold's numbers we get in the real world,our drag coefficients are constant from about 20-mph on up,so the angle wouldn't vary at normal driving speeds.
